What is it you're looking to read? A code reader will read and clear codes, vaux-Com will do more, tech 2 even more than that.

That should be fine, I'm sure all cars after 96 were compliant, as yours is a 99 can't see there being any problems.

OPCOM will work
Later Bs wont work with paperclip test or OBD2 code readers.
