I filled a sink with hot water and fairy liquid when I did my old Pipercross. Amazing how black the water turned, was like used engine oil!!
Yes you are supposed to use the spray but only a little and spray it/let it dry OFF the car for a day or two.

Do what Tomas said and just clean it with mild detergent and warm water. Don't soak the filter in the water though.
Remove excess dirt by gently brushing the filter.
Apply Pipercross cleaning additive (C9003 or C9000) or mild dish washing detergent liberally to the surface of the filter.
Massage into the filter by hand or with a soft brush and allow to soak into the foam for around five minutes.
Flush the filter out with warm water from the clean side of the foam through to the dirty side
Allow the filter to dry naturally - do not apply any heat to the filter to speed the drying process!
Should the filter for your vehicle require it, lightly apply Pipercross dirt retention additive (C9007 or C9001) to the outside (black) of the foam.

Exactly. It doesn't do the same job.

Nope, still not the same stuff. K&N's oil is heavy and dyed red. Pipercross dirt retention oil is just a light oil.
You can get away without using the oil, you'll just need to clean the filter more often.

dont you mean clean it less? because if theres less oil, it means more dirt passes through the filter into engine and therefore less dirt on filter element

You normally have to burn the dirt off them. Just lightly coat the inside with meths or white spirit then chuck in a lit match.

No, even without the oil, the foam used on road filters is still around 96/97% efficient (oiled it's closer to 98%) so whilst a lot of dirt is being trapped on the outer layer because of the oil, it still doesn't go much further into the foam when you're running it dry.
Because you're not using the oil, it doesn't mean the filter will have any less dirt in the same time, but that you should check the filter more often to make sure it's still doing it's job.
Cleaning intervals for oiled is approx 30k or every 4th engine oil change (to give you an idea of how often you should be servicing your car).

Yes, they'll probably have to call us up for the part number, but it'll be on their PTS.
