If i was to get two PCI Express graphics cards with dual outputs running 4 monitors. Could i dedicate one monitor to run games turning the other three monitors off? Therefore having the power of the two cards.

yes.
You would need a motherboard supporting SLI i think to run 2 cards...and obviously the cards have to have the sli feature...I think I'm right
