Do the back plates where the brake cylinders bolt to come off... if so how. I have a new beam without the backplates but i swear the ones on my beam are stuck solid

yes, they do come off but are usually rusted on solid.

take out the 4 bolts first tho

yeah its 4 already had a stub axle off... couldn't understand why it didn't just drop off, must be 13 years of rust holding it on
