I can't access the task manager anymore as I get the message "Task Manager Has Been Disabled By Your Administrator" but I don't get it, this is a home version of xp with no administrator

There will still be an admin account there but that sound more like you've got some sort of malware.
I'd run a virus and spyware scan asap.

In WinXP home:

Open Registry Editor (Regedit.exe) and navigate to: HKEY_CURRENT_USER\Software\Microsoft\ Windows\CurrentVersion\ Policies\System
In the right-pane, double-click DisableTaskMgr and set data to 0
reboot

BTW to gain access to Admin's account in XP Home: you can login in Safe Mode only
