4MB would mean 4 MegaBits/s

= ~500 kilobytes/s

Most website speed tests are hopeless because they depend on so many factors they are almost never right.

Best bet is to get a download manager that supports multiple connections, go to a high speed website (microsoft or blueyonder gamefiles work well for this) and download a big (200MB+) file using 4+ connections. If you get near your rated speed then your connection is fine. If you dont then its likely you have problems.

Per 1Mbit you can expect 120KB/sec after TCP/IP overheads. 2Mbit should get ~240KB/sec, 4Mbit ~480KB/sec and 10Mbit 1200KB/sec (1.17MB/sec). This is true for Cable internet. ADSL may get less depend on your line quality or how far you are from the exchange.
