Is there such a thing around on the internet?
WMP does it for all songs played, but is there one that could be used for when making CD's?
Does my nut in having a quieter song and then the next banging out

Search for a program called GoldWave, I used that to change the volume of songs/sounds to play them on Counter-Strike.

i use a program called MP3Gain, its also free

k3b allows normalizing when making audio cd's 
not available for windows or mac tho so would be no use to you
