Im looking to hire someone to build a flash file for me which will be my CV so i can put my portfolio on etc, i have designed the layout and nav points so i would just need it converting to a flash file .swf format.

It's not really universal. Everyone has HTML and anyone with a modern browser has JavaScript. But you have to download a plug-in for Flash. Plus if all you want are a few effects and maybe some transitions then there is no point using Flash. Also, search engines can't read Flash, so making your site Flash only will make it hard to get a decent ranking.
