I'm going to go to halfords after work to get some wet/dry paper to sand down my spare ibiza bumper.
It's already painted a very similar (light) colour to what I need it.
What will I need? And in what order?

If you want to take it completely back to plastic then you'll need something really coarse like 80 grit, then use 240 or 300 to smooth it down afterwards.

i wudnt wet and dry the bumper i wud get some sciotch brit red if possible and rub the bumper so that its not shinney n looks flat kind.then get the colour u nd made up then put it on with a gun same with laquer rattle can jobs is only really for small areas

OK, I want to spray it silver (I don't know if I'm gunna do it or a bodyshop yet, but I wanna prep it).
I went to halfords and bought a couple of packs of papers, including:
Alu Oxide Paper:
2x40 git
1x60
1x80
Wet and Dry:
4x1200 grit
4x800
4x400
3x240
The bumper is already painted, what should I use?

just use 800 wet(water) , use 400 then 800 on any scratches or the best stuff to use is grey scotch brite, you can get it from the motorist discount centre on farnham road, or you can pop in to lemass and ill give you a piece for free, if you dont feel up to spraying it then ill paint it for you. email me info@lemass.co.uk

Just to confirm, sand it all down (how far/hard?) using 800 wet, then 400 dry or wet?

What condition is the bumper in? Any scratches? If so you need to rub it down to remove these to get a smooth surface to paint. You want 800 finish on these once you have rubbed them down. You don't need to rub hard, just til its smooth and there are no blemishes.
If no scratches and your happy with it you just need to key it with scotchbrite.

ur best and easy bet is to jus get grey scotch the hole thing wet then dry it off if it looks dull and no shiny thats job dun!
