I've killed Roy and his followers and I got the prompt to return to Gustavo. The map shows him at Fairfax Ruins though and I found his body down an alley.
Is there anyway to complete the quest?

Nope... go back a do a previous save.
I actually helped Roy get into Tenpenny Towers

Just read that it happens on the PC version too, only he resurrects on that version 
FFS. Can't be bothered carrying on now
