Get them bead blasted if you can to get them back to bare metal and remove any rust. Then use some decent primer, paint and lacquer in a warm, dust free garage.
Try John Whiteman engineering in Long Eaton for cheap shot blasting.

When people talk about a decent paint, would that be in a tin you put in a spray gun, or would rattle cans do?

depends just how good you are plus the preperation and condititons, ive seen great jobs done out a rattle can as well as the spray gun, i got my wheels bead blasted and given a quick paijnt to freshen them up for pvs, few dust spots here and there but paints deffo cheaper then powdercoating

It's just that I'm wanting to do the spokes a different colour from the rim and was wondering what's the best way to go about that. They can be powdercoated then sprayed but I was wondering if it would be better to only use paint.

i got mines done a random metalic colour just to make them a bit better looking for pvs, its a nice colour as well it will be a shame to bead blast them and get them powderocated

Well Ive got black and silver (vaux star silver ) and some laquer so they will be shiney
