I've tried move to chest and delete but neither of them work. Any ideas what to do to get rid?

write the location down, and boot the computer up in safe mode, without connecting to the net and delete the file manually?

Tried that, says I need permission so I tell it that its ok to do it but then comes saying I cant... keeps popping up with that window every now and then. Quite annoying.
