i have the following brought from a mate a work laptop and it,s loaded with rubbish needs a clean start with vista when i try and load the disk it,s asking for a admin password which we both dont know and he cant ask work.and was wondearing how can i bypass this and do vista from new.

pasword is usually admin on dell, well mine is and couple others i know

I wouldn't put vista on a d620 personally.
Sounds like a lower level password has been set. Try all the obvious things first such as admin, password, administrator, dell, Password, Admin etc etc. If these fail i'd use a linux boot CD and just format the drive.
If you are still having issues then the password is in the bios and will need to be cleared.

where is the bios use to no thise but not sure now where it is and the admin is not the password.

when windows is loading it will tell you what F key to press to enter the BIOS, usualy F8?

Its F2 on D620`s to enter BIOS iirc.
You need to be quick pressing it, pretty much as soon as you power the machine on.

ok done that and it showing it at the start now when u turn it on how do i remove the password and when i try and put vista on its still telling admin password and just click ok theres no asking about password

If you put the Vista CD in and turn the machine on what happens?
Do you see a message to day that it is booting from CD and then the Vista install program starts?
To reset a BIOS password you could remove the CMOS battery but you will need someone competent to open up the laptop and remove this from the motherboard. This usually clears a BIOS password on PC`s although I could not be sure if it will work with this laptop it certainly is worth a shot.

when u put disk in and try to run it just goes on main page and then says admin password and just click ok and when u do that it goes off.password keeps comeing up now right at start.bloody thing lol

Main page? It's so hard to help when people don't know what they're on about. Clearly you're not trying to run the disc before Windows loads which is what you should be doing.
Think you should just hand the stolen laptop into the police tbh.

its not stolen its a mates work one he had it for years and now they gave him a new one hench why it needs to be with vista tbh mate and he kept it and they neaver asked for it back.

Anyway, with the problem, to make it easier for you, just make sure the disc is inserted before you've even booted the machine. When you switch it on, generally it'll come up and say 'press any key to enter windows setup' or something along those lines. Then you just format and away you go.
