Is the wireless enabled on your laptop? Some laptops have a switch by the top of the keyboard or on the side of the base somewhere - check that first.

I spent hours trying to solve this problem on my housemates laptop when we changed service provider, it just wouldnt connect via wireless no matter what I tried. There is a few guides on the net of different things to try but none of them worked. It seems to be a reoccurring problem in Vista. In the end I ended up formatting the laptop and its worked fine since

I once came across a problem like this on a laptop and it was to do with two different types of anti-virus software installed and running at the same time - I'm guessing the firewall of one was fucking up the other.
Removal of both AVs sorted the problem out.

Does the laptop find the SSID?
and if it does, what happens when you select it?

Sometimes if you have an install CD that came with the router from your new ISP it can contain AV software which it will install on your system on the basis that you get free updates for life as long as you stay with the ISP (O2 are an example).
Whether they accurately check for pre-existing AV software properly on your PC is another matter...

And then the guy taking the piss out of him doesn't explain how to either...
Start>Run>CMD
type (without the quotes) "ipconfig /flushdns"
Also try right clicking the adapter (wireless) and pressing Status then Diagnose and see what it says.

Alright, steady on there.
Start > Run > ncpa.cpl and hit enter
Right click on local area connection, click on TCP/IP (v4) and properties, check there isn't random shite under DNS settings. Both IP address and DNS settings should be set to obtain automatically.
