Surely its just a mechanism for distributing the ISOs? Product key is legitimate.

More complicated than that I'm afraid. Their licensing models are so complex a lot of companies I imagine are in breach of their terms.

Comet probably thought they could flog their customers copies of XP/Vista for a few quid or whatever if they screwed their HDDs up and didn't have any restore media - technically you are supposed to buy a copy of it from the manufacturer like HP/Fujitsu/Dell/whoever, and not the retailer (unless you buy a retail disc of course, in a proper box etc).
