If he has genuinely spent that much in making his site work in IE7 he is a not a great business man. You don't spend majority of your time on 3% of your business.
A good question is does his site also support Firefox 2?

It's obviously a publicity campaign, but it comes from the right place.
It's a massive ball ache when you design a website for someone and you think it's fully tested, only for the client to come back and say it doesn't work in a 5 year old browser.
