Edit: Priced the PSU up at £48 in a local place and I dont even know if thats going to fix it, So I may aswell just buy a new tower, can I get anything worth having for £150-£200...? Links please.
At first it was a continuous fast beep and didn't load up, took it apart and unseated everything and hoovered all the dust up (there was quite a bit), I took the fan off inside to give it a proper Hoover and re attached it. It now switches on and gets to the page "start windows normally" then turns its self off? Done a few searches on google and I'm not getting a specific answer.
It's quite an old packard bell machine, it worked fine until I moved house and never plugged it in for a few months, it's got all my pictures on though so would like to be able to access it again, plus it done everything I needed it to!

I think it could be overheating, the fan starts slow then gradually gets faster until it switches off

Doubt its overheating if doesn't get passed the start windows normally screen.
Unplug HDD and add to another machine as a secondary HDD to remove your docs / pics from your profile.

They are just standard ATX power supplies mate, you can buy them from anywhere (doesn't need to be that one specifically).

eBay and Hotukdeals are worth looking at. Although if you can up your budget another £100 then you can get something pretty reasonable.

I would say with confidence, there lies your problem.
Your CPU is overheating.
buy some thermal paste @ £1.20 and add a small blob to the top of the cpu, then re-attach the fan. The past shouldn't spill out, so don't go overboard with it.
The fact that it was chalky, could be a good indication that the CPU has overheated.
It may or may not be fucked, but for £1.20 id be buying some paste and trying that before anything else.

What model is the PC? There is a couple of oldish Packard bell's that suffer with mainboard and PSU problems like you describe.

It's just stayed on to the point where it gets to the windows XP loading page, then went off!

when the PC is booting, keep pressing F8 until you get a list of options.
Choose Safe Mode and see if it will load windows?
