You can turbo the 1.6 but reliability could be an issue. Probably more cost effective to transplant an LET in there.

a C20LET would be cheaper than turboing the C16XE PROPERLY. If you just bolted a turbo and some pipes on, it would melt pistons. youd need to lower the compression a lot.

mate over here does 2.0 8v conversions. sees 200bhp, totally reliable and costs roughly 1200 quid. 2 of which were in the total vauxhall mag with brosters car in it in the rolling road day

it can be done the bodge way for minimal cash. Ie 5th injector, fuel pressure regualtor plumbed in with a pressure switch and spacer plate, 2 head gaskets for compression lowering.
You would have to relocate the oil filter, drill and tap the sump, use a t2 turbo and find a manifold to fit one or fabricate one yourself. Thats the bodge way of doing it much and such.
proper way is low comp pistons, uprated rods bolts etc, ditch standard ECU and loom, aftermarket ECU (mapped) running the 4 uprated injectors, uprated fuel pump, decent gasket etc etc

If your serious, try looking at this website. The guy is from Brazil and does all the bits you'll need. He does sell an ECU which will run with 2 setups, one for on boost and one off.
The best way is to go for standalone management and change the pistons for low comp. you can get all you need from this guy: -
