I've tried installing an update to a program and get runtime error 75 a path/file error, so the guy said you need full access rights so how do I log on my laptop as an administrator?

Most likely.
Right click on the program you are trying to run and click run as administrator.
An other option is to go into user accounts and turn user account control off.

OK, user accounts are off and it still doesn't work , tried the run as administrator again with accounts off and doesn't work that way either.

Thats not the problem then, would have worked with the run as administrator option if it was.
Other thing you could try is running it in compatibility mode for xp.
