Maybe a dicky water pump, blocked rad, blocked coolant hose, head gasket, broken heater matrix, dodgy thermostat, or an airlock in the coolant system.

Many things to check. Process of elimination.

That was happening with my XE. Check the rad is in good condition and not falling to bits. check it's not blocked with crud. Check if the water pump is working properly by looking at the water coming into the header tank. If it speeds up the higher the revs, then the pump should be OK. Then check the thermostat is opening properly by putting it in boiling water in a glass bowl. It should open fairly quickly. Theres so many factors to heat, it's a pain in the ass.
