What is it exactly? Since I have been in my new house I have noticed damp darker patches particularly on one wall in the living room. Other than that there is ALWAYS condensation on the windows, especially in the mornings, I think its weird considering the windows have small gaps in between and it is very drafty even so! It has been really cold but only came to my proper attention when I noticed all my books, the pages have gone crinkly where they have got damp in the night, thats in my bedroom next to my bed. My landlord doesnt seem to care, would they council send out a surveyor free of charge??

Unlikely but you can try. I had this in my old student house, landlord didnt give a shit, letting agency didnt give a shit, some poor sod is in there now. I had mould and wet walls (paint would rub off) about 2ft up the whole of the outside wall, it fucking stank 
I think you can get some stuff injected into the walls which draws the water away? Something my dad was on about...

It doesnt smell, I mean its a nice place, but the walls are really wet I dont know why and theres always condensation here.

My G/Fs uni house is like that, water runs off the window ledge its that damp in there and all her blinds go mouldy, the landlord just told them to put as bowl of salt on their window ledges to soak up the moisture, works a treat but its still not the point

it could just simply be you need more ventilation....
Rising damp, damp walls needs attention though. Google it.

It would make sense but its weird though that the place is so drafty, with so many little gaps like in the windows you would think its ventilated at least enough.
