As title?

I need to remove the remains of the old HG before the new one goes on.

What is the best way to go about it?

Cheers

WD40, paint scraper, then 800 grit wet and dry to gently flat the block (remove any marks from scraping) and it will be all ok

Put things down the oil/water galleries as you do not want residue and crap falling in there.

EDIT: Why are you changing it?

Use a poly wheel, you can get them from hellfrauds.. It will remove debris but will not damage the steel block.. 3M also do similar products.

You should never use a hardened steel tool like a scrapper or a stanley blade.
