Would imagine it'd be comparable to the current cost of an iPhone and depends what you mean better. The update to OS4 adds a lot of features and the hardware is a bit of an improvement, but going by the current prototype it still lacks in a lot of areas.
Do a google and have a read on the iPhone 4G, Engaget and Gizmodo (who purchased the prototype) have a lot of info about it!
