Will this work? I need to plug my computer into my tv to free up some space in my room, and my dad is certain these cables exist, will it work if it does? My tv only has SCART and HDMI input so theres no PC in; which is a bit shitty, but oh well.

Nope, won't work.
What will work is a DVI>HDMI lead, but it depends if your graphics card has a DVI connection.

VGA to HDMI will not work.
If you have a desktop PC I would suggest getting a video card that has an HDMI output (if your existing card doesn't have it).
Most newish laptops have an HDMI output nowadays as well also, mine does and I can connect it to my TV if I want to without any problems.

Looks like I'll be making an early upgrade then doesn't it. Need to reinstall my OS too  Which means I have to buy the vista or windows 7 discs because I have none

Can you explain why it wouldn't work. Tempted just to give it a whirl and if it doesnt work buy an adapter VGA-DVI then hook that up to a HDMI?

VGA is analog, HDMI is digital.
A cable won't simply do it, you need a proper "adapter" which in a lot of cases is dearer than a new video card with HDMI output, and even so the output to your telly from the adapter will still be shit.

Why would you need to reinstall Windows? Uninstall the current graphic drivers, install new card and install drivers.
And you don't NEED a graphics card that offers a HDMI output, a DVI card will be fine. The only advantage of a graphics card with a HDMI output is that it'll carry the audio as well, unlike DVI where you would need seperate video and audio cables.

Fair enough. As long as you have a licence key (usually on a sticker or there are a few apps that will get it for) then you can download the Windows CD/DVD.

You'd need a proper scaler which aren't cheap (£200 ish) and converting from Digital to Analog and then back again (TV is LCD/Plasma NOT CRT) would mostly likely introduce interference into the signal chain.
As state, best solution is to get a new graphics card that outputs DVI or HDMI
