Would a "Green" or "K&N" universal cone filter be any better than a cheap like "max power" filter?

When you say better do you mean better in performance???
If you do I would say the best way to go is a sealed type airbox like the BMC or pipercross VIPER

or just modify your standard airbox. you can get just as good gains from a good job.

As all are universal cones, the fitment will be the same, but the Green and K&N would definately be preferred over the Max Power type.
Power gains would be around the same, but who knows what kind of engine protection (if any) the Max Power filter gives.
Any reason why you're keen to bodge a universal filter on?

Foam filter, alloy base - Pipercross, etc.
Loudest? Pipercross XL cone.

Sealed unit "cold air intake" filter or relocated filter, eg Pipercross Viper.

Depends. If you've got a hairdryer engine, you'll never get a noticeable power gain from any filter but you'll get a lovely sound from an open cone filter.
If you've got a 2.0 engine, you'll get more power for longer with a Pipercross Viper, but it's not as loud as an open cone filter.

Gains in terms of performance? Minimal if any.
Gains in terms of driveability? Not with the standard airbox (no matter how many swiss cheese holes you drill into it).
Gains in terms of induction note? Not with the standard airbox (no matter how many swiss cheese holes you drill into it).
Gains in terms of extending the life of the filter? Typically higher filter service intervals can be had with a panel filter, mainly because it's not exposed to all the underbonnet crap an open cone filter has to contend with.

Yes yes yes.
Maybe no better on power gains or airflow, but you know you're going to get a product that will FILTER air.
The cheap filters really are an unknown quantity - some of the unoiled cotton gauze filters we've tested only filter 60-70% of particles... compare that to 98% on a Pipercross and K&N.

You're best off speaking to somewhere like Rimstyle / Vaux-Tec. http://www.vaux-tec.co.uk

this is my BFO before i sold it. Caused more problems than its worth imo so went back to standard (flat spots, also cost me a new air mass meter). didnt really notice any gain in performance OR induction note! Looked cool tho (shame about the 1.2 bit )

The filter wouldn't have damaged your air mass meter, it would have been fitted incorrectly.

go for K&N over piper foam (except viper) as i have had both and the piper one sounded rubbish (made whislting sound when i booted it)
also had crap fuel economy wih piperx
overall i have had both and i'd stick with K&N
