What is an Oxygen sensor on a car? and what does it do?

it picks up the amount of oxygen in the exhaust and sends a message to the ECU to adjust the air/fuel mix.

Also known as Lambda sensor or 02 sensor

Would this explain poor performance?

My car seems to suffer from 'hitting the brick wall syndrome'... lol

I mean it'll get upto a certain speed, say 70 ish mph, then its as if its hitting a limiter (my car will do 150) (328i Bmw)
