A lot of media players have this feature, as it's built into DirectX (windows). Certainly VLC has it...
Edit - note though that it uses a lot of processing power to do it, so you often end up with frames being dropped.

download VLC, click Tools > Preferences > Select Video (on the left) > Check "Enable Wallpaper Mode" under the DirectX heading > Press Save. Load your video and off you go....

Sounds like a good way to decrease performance tbh I find nothing works better than a nice blank black background.

Having had Dreamscene on my PC I can say it's bloody irritating too!

Just tried it here on Win7 and it doesn't want to know, if you have vista or win7 then you can use dreamscene, otherwise have a look on the VLC forums and see if there are any solutions.
