Is it the higher the better?
My monitor will support 1280x1024 at 60/70/72/75Hz, 60 hurts my eyes a little as I can detect the screen refreshing, 70 seems to be perfect and 72 and 75 makes everything fuzzy. Do I need a new monitor or should I just leave it at 70?
Im pretty good with computers but have only just got into the concept of preserving my eyes for the future, so would like to know

Are you using a crt monitor?
If so use as high as it will support, if thats 70Hz that's fine, I hated CRT's I could see it refreshing up to about 90Hz, which most monitors couldn't do at a decent reolution.
If it's an LCD it doesn't work in the same way and again, 70 is fine.
If it's not an LCD, get one.

all depends on the monitor matey, judging by ur avaliable refresh rates you have a tft.
60 i can detect and it hurts my eyes too
The higher the better for the eyes, but anything 70 or over i cannot tell the difference tbh. Stick with 70.
