How does enabling VNC give remote web GUI access to a linux machine?

Install VNC on the ubuntu box and then point any browser to http://ubuntuboxname:5900
Remember to open the incoming firewall ports!

Be very careful opening up ports for VNC if you don't know what your doing. Make sure you have a VERY secure password otherwise you might find someone watching what your doing

I would only access it on my LAN or through a VPN tunnel so the only person that should, in theory, know about it is only me.

W7 for example allows you to open firewall ports for one IP address, a single subnet or a series of subnets.
