Maybe a stupid question but i thought id ask
We are about to get hold of a small patch of land infront of our hose that the builder of the house kept.
a few years after our hose was done a few more were added next door but the pipe work for water was put across the small patch of land infront of our house.
We would like to build a garage on this small patch of land but who has responsibity over the pipe work should it get in the way?

You. There will be a right for water to pass through the land. You will have to cover the cost of diverting/protecting it.

Did you think you'd be able to charge them for the pipework passing through?

Does the pipe run Underground or overground? That's not clear from your post.
I know that if you have a telegraph pole on your land then you receive a payment from BT in way of land rental so it could be possible but I would assume the pipe will have to be in some way affecting your use of the land. If its underground then I guess it won't be

It runs under the ground just if I start digging for foundations
