I can see this being a little bit of a PITA in terms of UI and interaction as i doubt (could be wrong) that XBMC under Android supports the iPlayer/ITV plugins, so you'd be in and out of XBMC and the iPlayer/iTV apps.
Personally a Raspberry Pi and a case would be about half the cost and seem to works pretty well with XBMC (well the variants anyway). And it supports CEC.
